According to the 2009 the People's Republic of China Import and Export Tariff and the announcement of the Ministry of Public Security, the Ministry of Commerce, the Ministry of Health, the General Administration of Customs, the General Administration of Work Safety and the Food and Drug Administration in 2008 on the inclusion of hydroxyimine in the first category of precursor chemicals, the Ministry of Commerce and the General Administration of Customs have adjusted the Import and Export License Management Catalogue of Dual-use Items and Technologies, the adjusted Catalogue of Import and Export Licenses for Dual-use Items and Technologies (see Annex) is hereby promulgated.

The import of radioisotopes shall be submitted to the State Environmental Protection Administration for examination and approval in accordance with the relevant provisions of the regulations on the safety and protection of radioisotopes and radiation devices and the measures for the administration of import licenses for dual-use items and technologies, and shall apply for the import license for dual-use items and technologies in the Quota Licensing Bureau of the Ministry of Commerce. The import operator shall handle the import formalities with the Customs with the import license for dual-use items and technologies.

This announcement shall be implemented as of January 1, 2009, and the Catalogue of Import and Export Licenses for Dual-use Items and Technologies attached to the Announcement No. 116 of 2007 of the Ministry of Commerce and the General Administration of Customs shall be abolished at the same time.
