According to the Measures for the Administration of Import License for Goods (Decree No. 27 of 2004 of the Ministry of Commerce), the Measures for the Administration of Import of Key Used Mechanical and Electrical Products (Decree No. 5 of 2008 of the Ministry of Commerce, the General Administration of Customs and the General Administration of Quality Supervision, Inspection and Quarantine) and the 2009 Import License Management Goods Catalog (Announcement No. 99 of the Ministry of Commerce, the General Administration of Customs and the General Administration of Quality Supervision, Quality Supervision, 2008), and the relevant issues are announced as follows:

There are 2 kinds of goods subject to import license management in 1. in 2009, which are ozone-depleting substances and key used mechanical and electrical products, with a total of 83 8-digit HS codes (including 154 10-digit HS codes). The Quota License Bureau of the Ministry of Commerce (hereinafter referred to as the License Bureau) and the local commerce department authorized by the Ministry of Commerce (hereinafter referred to as the local license issuing agency) are responsible for issuing import licenses for the corresponding goods.

The (I) Licensing Bureau is responsible for issuing import licenses for key used mechanical and electrical products.

(II) local issuing authorities are responsible for issuing import licenses for ozone-depleting substances.

Import licenses for enterprises 2. under central administration in Beijing shall be issued by the Licensing Bureau.

3. license issuing agencies shall issue import licenses in strict accordance with the relevant provisions such as the Measures for the Administration of Import Licenses for Goods, the Measures for the Administration of the Import of Key Old Mechanical and Electrical Products, the 2009 Import License Management Goods Catalog and the Code of Work for the Issuance of Import Licenses (Shang Pifa [2007] No. 360).

This catalogue will be implemented as of January 1, 2009. The Catalogue of License Issued by License Issuers in 2008 (Import) shall be repealed at the same time.
